Jaccard, Chair, ) K.L. Hall, Commissioner; and ) March 4, 1993 F.C. Leighton, Commissioner ) WHEREAS: A. On February 19, 1993 British Columbia Hydro and Power Authority ("B.C. Hydro") filed with the Commission for approval an Application to increase rates on an interim and permanent basis to all customers effective April 1, 1993 pursuant to Sections 64, 67, 106 and 114 of the Utilities Commission Act (lithe Act") and Special Direction No.8 to the Commission; and B. The request for an interim increase in electric rates to all classes of service will average 3.9 percent effective April 1, 1993 and is based on rate design proposals contained in the Application; and C. The Commission has reviewed the Application and is satisfied that approval of an interim rate increase is necessary and in the public interest. NOW THEREFORE the Commission orders B.C. Hydro as follows: 1. The Commission approves for B.C. Hydro an interim rate increase of 3.9 percent effective April 1, 1993 to be applied to the classes of service in a manner consistent with that set out in the Application, all subject to refund with interest calculated at the average prime rate of the principal bank with which B.C. Hydro conducts business. 2. The matter of a public hearing into the disposition of the Application is set down to commence Monday, September 13, 1993 at 8:30 a.m. in the Commission Hearing Room. The Commission, by way of future Order and Notice of Public Hearing will set out specific timing deadlines. 3. B.C. Hydro, by way of an appropriate notice to be published in local newspapers in its service areas and before March 26, 1993, is to inform customers of the interim rate increase effective April 1, 1993. B.C. Hydro is also to include in the next regular customer billing, a bill stuffer informing customers of the interim rate increase, and its effect on monthly electricity bills along with reasons for the increased rates. 4. The Commission will accept, subject to timely filing, amended Electric Tariff Rate Schedules in accordance with the terms of this Order.
