Jaccard, Chairperson; and ) L.R. Barr, Deputy Chairperson ) October 6, 1993 o R D E R WHEREAS: A. On August 3, 1993 Hemlock Valley Electrical Services Limited ("HYES") applied for Commission approval of a general interim increase in rates of $0.0194 per kW.h to all customers effective September 1, 1993; and B. The application for increased rates is a result of increased operating and maintenance costs of the utility and an increase in power purchase costs from B.C. Hydro and Power Authority that have not been passed-through to HVES' customers; and C. The Commission has reviewed the application and finds that approval is necessary and in the public interest. NOW THEREFORE the Commission orders HVES as follows: 1. Pursuant to Sections 64 and 67 of the Utilities Commission Act, the Commission approves for HVES an interim increase of $0.0194 per kW.h in electricity rates effective September 1, 1993, subject to refund with interest at the average prime rate of the principal bank with which HYES deals. 2. HVES is to undertake a "town hall" meeting with its customers, to be held in a suitable location to explain, answer questions and provide justification for the rate increase. HYES is to notify the Commission on the date, location and time of the town hall meeting. All customers are required to be formally notified of the meeting and the interim rate increase by way of a bill stuffer in the next regular monthly billing. 3. HYES is to provide all customers with a copy of this Order. . . ./2
2 G-91-93 4. HVES is to provide any interested customer, upon request, with a full copy of the Rate Application, the Commission's August 10, 1993 Information Request and HVES' response. 5. Up to and including three weeks following the "town hall" meeting, the Commission will accept written submissions from customers concerning the HVES Rate Application. 6. The Commission will allow HVES to respond to customer concerns and submissions on its Rate Application. 7. Following consideration of customer submissions and HVES' response, the Commission will make a final determination on the Rate Application.
