Jaccard, Chairperson; and ) K.L. Hall, Commissioner ) December 8, 1994 ORDER WHEREAS: A. On October 14, 1994 British Columbia Hydro and Power Authority ("B.C. Hydro") filed with the Commission for approval an Application to allow domestic customers served at transmission voltage under Rate Schedule 1821 access to the Power Exchange Operation ("PEa") effective November 1, 1994 ("the Application"); and B. The Application would allow only Rate Schedule 1821 customers access to the PEO through new Tariff Schedules 1885 and 1886, after amendments to Electric Tariff Supplement No.5 - the standard Electricity Supply Agreement ("ESA"). B.C. Hydro has requested interim approval effective November 1, 1994; and C. Previously, on January 24, 1994 B.C. Hydro applied to the Commission for approval to amend its ESA with Sterling Pulp Chemicals Ltd. ("Sterling") in order to allow this customer to take service from the PEa; and D. On February 3, 1994 the Commission approved B.C. Hydro's application to terminate its standard ESA with Sterling, on an interim basis, and to supply this customer under Rate Schedule 1211 up to a maximum of 1,000 kW with all electricity taken beyond 1,000 kW, be obtained from the PEa; and E. The Commission has reviewed the Application and comments received from potential recipients of PEa services.
2 NOW THEREFORE the Commission orders as follows: 1. The Application by B.C. Hydro to allow customers served at transmission voltage access to the PEO, is not approved at this time. 2. The Application is to be considered by the Commission in conjunction with B.C. Hydro's Application for other industrial services that is due to be filed on January 3, 1995. 3. The February 3, 1994 approval given by the Commission to allow Sterling access to the PEO on an interim basis is to continue until such time as its interim contract with B.C. Hydro expires on July 31, 1995. 4. The Commission also denies interim approval for other industrial customers to access the PEO until a public review has been held on the Application.
