BEFORE: L.R. Barr, Deputy Chairperson; and ) August 20, 1993 K.L. Hall, Commissioner ) o R D E R WHEREAS: A. On June 18, 1993 and July 29, 1993 BC Gas Utility Ltd. ("BC Gas") filed for Commission approval as Tariff Supplement No.4 a Service Agreement for Rate Schedule 4 Service to Valley Blacktop Ltd. at its asphalt plant located in Revelstoke, B.C.; and B. The Agreement replaces an earlier contract previously approved by Commission Order No. G-64-92 which provided for the sale of propane to Valley Blacktop at a negotiated" competitive fuel" rate and which recognized that a mains extension was required to connect the customer. C. The Commission has reviewed the Agreement and finds that approval is necessary and in the public interest. NOW THEREFORE the Commission Orders as follows: I. The Commission approves and accepts for filing Tariff Supplement No.4, Rate Schedule 4 Service Agreement dated March 3, 1993 with Valley Blacktop effective September 1, 1992 as follows: First Revision of Sheet No.4, and 4-1 to 4-7 inclusive; Original Sheet No. 4-8; Second Revision of Sheet No. 4-6. 2. The Commission directs BC Gas to file, for Commission approval and to be effective September 1, 1993, a flow-through charge to all Revelstoke, B.C. customers for the accumulated balance in the propane cost deferral account.
