Jaccard, Chairperson; and ) K.L. Hall, Commissioner ) December 8, 1994 ORDER WHEREAS: A. On September 9, 1993 British Columbia Hydro and Power Authority ("B.C. Hydro") applied to the Commission for approval of Short-Term Standby Service. The Application was held in abeyance by the Commission to allow B.C. Hydro to conduct public consultation on the issues. B.C. Hydro subsequently amended and refiled the Application on September 20, 1994 under the designation "Generation Standby Service (Short-Term)" and "Generation Standby Service (Standard)", ("the Application"); and B. The Standby Services, which were proposed to be effective November 1, 1994 would, be available only to customers receiving service under Rate Schedule 1821 Transmission Service; and C. On October 31, 1994 B.C. Hydro responded to a September 30, 1994 Commission Staff Information Request, providing additional information in respect of the rationale for the changes proposed in the Application; and D. Communication to the Commission from the Joint Industry B.C. Hydro Steering Committee, representing the utility's major industrial customers, dated October 24, 1994 indicated that the Industrial Customers had concerns with the Application as filed, and requested that the Application be reviewed and considered along with the B.C. Hydro Application concerning other industrial services which is due to be filed on January 3, 1995; and E. The Commission has reviewed the Standby Application and finds that it cannot approve it at this time.
2 G-95-94 NOW THEREFORE the Commission orders as follows: 1. The Application by B.C. Hydro for Standby Service is not approved at this time. 2. The Application is to be considered in conjunction with the Commission's review of B.C. Hydro's Application for other industrial services which is due to be filed on January 3, 1995. 3. B.C. Hydro is to inform all industrial customers taking serVIce under Rate Schedule 1821 that the Application for Standby Services will be reviewed and considered by the Commission in conjunction with the January 3, 1995 filing by B.C.
