Hall, Commissioner ) December 8, 1994 WHEREAS: A. On November 10, 1994 The Corporation of the City of Nelson ("the City") filed with the Commission Electrical Utility Regulatory Amendment By-Law No. 2675, 1994 ("the By-Law") for approval to flatten the electricity rate structure contained in the existing Electrical Utility Regulatory By-Law No. 2020, 1983 to be effective December 1, 1994; and B. The purpose of the By-Law is to send the proper price signals to the City's customers consistent with rate design and restructuring of rates for other Commission regulated utilities including the City's energy supplier, West Kootenay Power Ltd.; and C. The City confinued that there will be no change in revenues provided from each rate class as a result of the flattening and requests approval to shift, over a three-year period, 3 percent of total revenues from the commercial to residential class of customers to better reflect the actual cost of service, with an effective date of July 1, 1995; and D. The Commission has reviewed the By-Law and supporting material and finds that the flattening of customers rates, and the rate design shifting for residential and commercial customers should be approved in the public interest. NOW THEREFORE the Commission orders as follows: 1. The Commission accepts for filing, effective December 1, 1994 the City's Electrical Utility Regulatory Amendment By-Law No. 2675, 1994 which incorporates the flattening of electricity rates to all customers. 2. The Commission approves the City's proposal to shift, over a three-year period, 3 percent of total revenues from the commercial to the residential class of customers commencing July 1, 1995. 3. The City, by way of Customer Notice, is to inform all customers of the flattening of rates and rate design proposals and the effect on monthly bills along with the reasons for the increased rates.
