Jaccard, Chairperson; and ) July 28, 1994 F.c. Leighton, Commissioner ) ORDER WHEREAS: A. On January 15, 1991, British Columbia Hydro and Power Authority ("B.C. Hydro") applied to the Commission for approval of its new Industrial Rate proposals; and B. The Application was reviewed in a public hearing which commenced on January 13, 1992; and C. In its Decision dated April 24, 1992, the Commission rejected the Application and advised B.c. Hydro to resubmit the Application at a later date, after further public discussion and a resolution of certain issues in the proposals; and D. B.C. Hydro has had requests from some of its large industrial customers to expedite the provision of seIVices such as wheeling and back-up, which were components of B.C. Hydro's 1991 Industrial Rate Application; and E. On March 30, 1994, the Commission wrote to B.C. Hydro instructing the utility to file its proposals for new industrial seIVice options and wheeling by May 20, 1994, for inclusion in the September 1994 Rate Application Hearing; and F. On May 24, 1994, B.C. Hydro responded to the Commission's March 30, 1994 letter proposing an approach which involved a process of public consultations with customers, leading to an application for Standby SeIVice by May 31, 1994, and the application for wheeling and the other elements of the industrial proposal on the completion of the consultation program; and G. On June 24, 1994 B.C. Hydro wrote to the Commission proposing a schedule of public consultations on the Industrial SeIVice Options!Rate Design, commencing in July 1994 and ending with an Application to the Commission in December 1994/January 1995; and H. On July 27, 1994, B.C. Hydro conducted a Consultation Session which was attended by the Commission, B.C. Hydro's Industrial Customers and other stakeholders to discuss details of its consultation schedule and obtain feedback on the issues to be addressed in its Industrial SeIVice Options Application; and I. The Commission has considered the above and has determined that, in light of the delays experienced to date, a resolution of issues related to Industrial SeIVice Options should be expedited.
NOW THEREFORE the Commission orders B.C. Hydro as follows: 1. The Commission approves the schedule presented in B.c. Hydro's letter of June 24, 1994, and further directs that filing of the final Application on Industrial Service Options!Rate Design be made no later than January 3, 1995. 2. Filing of amendments to the Electricity Supply Agreements for Rate Schedule 1821 customers, as well as proposals for Wheeling and Standby Services, are to be filed by September 30, 1994.
