Jaccard, Chairperson, ) F.e. Leighton" Commissioner; and ) November 24, 1994 K.L. Hall, Commissioner ) ORDER WHEREAS: A. On February 11, 1994 British Columbia Hydro and Power Authority ("B.e. Hydro", "the Applicant") filed for Commission approval an Application, pursuant to Sections 64, 67, and 106 of the Utilities Commission Act and Special Direction No.8, to increase rates on an interim and permanent basis to all customers effective April 1, 1994; and B. The Commission, by Order No. G-18-94, approved a 2.8 percent interim rate increase to all classes of electric service customers effective April 1, 1994, based on rate design proposals as set out in the Application, all subject to refund with interest following a public hearing set to commence September 12, 1994 in Vancouver, British Columbia; and e. On May 5, 1994 the Commission issued Order No. G-30-94 and Notice of Public Hearing which set out procedures and filing deadlines for the public hearing into the application; and D. The public hearing into the Application and the Applicant's Integrated Resource Plan commenced in Vancouver on September 12, 1994 and concluded on October 5, 1994; and E. The Commission has considered the Application and evidence adduced thereon all as set forth in the Decision issued concurrently with this Order. .. ./2
2 NOW THEREFORE the Commission, for reasons stated in the Decision, orders as follows: 1. The applied for 2.8 percent increase in rates is denied and the interim increase authorized by Order No. G-18-94 effective April 1, 1994 is to be refunded, with interest calculated at the average prime rate of the principal bank with which B.C. Hydro conducts its business. B.C. Hydro is to provide the Commission with a detailed reconciliation schedule verifying the refund. 2. Rate design changes required by the Decision are to be implemented. 3. An Integrated Resource Plan and Action Plan are to be filed for approval by June 30, 1995. 4. The Commission will accept, subject to timely filing by B.C. Hydro, amended Electric Tariff Rate Schedules which conform to the terms of the Commission's Decision. B.C. Hydro will provide all customers, by way of an information notice and media publication, with the Executive Summary of the Commission's Decision. 4. B.C. Hydro will comply with all other directions contained in the Decision accompanying this Order. DATED at the City of Vancouver, in the Province of British Columbia, this day of November, 1994.
