Jaccard, Chairperson; and ) L.R. Barr, Deputy Chairperson ) March 3, 1995 CERTIFICATE OF PUBLIC CONVENIENCE AND NECESSITY WHEREAS: A. On February 10, 1995 British Columbia Hydro and Power Authority ("B.C. Hydro") applied for a Certificate of Public Convenience and Necessity ("CPCN") to construct and operate an 80 metre 138 kV transmission line extension to Western Pulp Limited Partnership's ("Western Pulp") new substation at Jeune Landing, B.C.; and B. The project is to permit additional load growth at Western Pulp's mill site. B.C. Hydro has indicated that following completion of the construction project, the existing 30 km line built in 1970 to 138 kV standards, presently operated at 25 kV, will be energized at 138 kV; and C. The costs for the construction of the transmission line extension will be paid for by Western Pulp; and D. The Commission has reviewed the application and has determined that approval is necessary for the public convenience and properly conserves the public interest. NOW THEREFORE the Commission orders as follows: 1. A CPCN is granted to B.C. Hydro to construct and operate an 80 metre, 138 kV transmission line extension to Western Pulp's new substation at its mill site near Jeune Landing, B.C. 2. The Commission approves for B.c. Hydro the operation at 138 kV of its powerline from its Keough Substation to Western Pulp's substation at Jeune Landing, B.C.
