Jaccard, Chair; and ) K.L. Hall, Commissioner ) January 26, 1995 CERTIFICATE OF PUBLIC CONVENIENCE AND NECESSITY WHEREAS: A. On January 16, 1995 British Columbia Hydro and Power Authority ("B.C. Hydro") applied for a Certificate of Public Convenience and Necessity ("CPCN") to construct and operate a 275 metre, 138 kV transmission line extension from its existing 138 kV transmission line (lL368) from the Morfee substation to Finlay Forest Industries Inc.'s ("Finlay") new substation at its forest products complex at MacKenzie, B.C.; and B. The project is to permit additional electrical load growth at Finlay's new mill substation that will be located south of the existing substation and west of the existing 138 kV B.C. Hydro transmission line on Finlay's land; and C. The costs for the construction of the line will be paid for by Finlay; and D. The Commission has reviewed the Application and has determined that the construction and operation of the proposed 138 kV transmission line extension is necessary for the public convenience and properly conserves the public interest. NOW THEREFORE the Commission orders as follows: A CPCN is granted to B.C. Hydro to construct and operate a 275 metre, 138 kV transmission line extension from its existing line (lL368) to Finlay Forest Industries Inc.'s new substation at its forest products complex near MacKenzie, B.C.
