BEFORE: M.K. Jaccard, Chair; and ) K.L. Hall, Commissioner ) January 20, 1994 ORDER WHEREAS: A. On January 11, 1994 Pacific Northern Gas Ltd. ("PNG") applied to the Commission for approval to use a deferral account to capture interim Westcoast Energy Inc. ("WEI") tolls that became effective on January 1, 1994; and B. In December 1993, the National Energy Board issued Order TGI-5-93 and advised WEI that a decision on its tolls would not be made prior to January 1, 1994 and authorized that an interim increase in tolls should be collected effective January 1, 1994; and C. The Commission has reviewed the Application and is satisfied that the procedure by PNG of using a deferral account to capture WEI interim toll changes properly conserves the public interest. NOW THEREFORE the Commission orders as follows: The Commission approves for PNG the use of a deferral account to capture the difference of WEI tolls between January 1, 1993 and the interim increase effective January 1, 1994. The deferral account balances will attract interest at the average prime rate of the utility's principal bank. The disposition of this account is subject to future direction by the Commission.
