Jaccard, Chairperson; and ) L.R. Barr, Deputy Chairperson ) December 22, 1995 ORDER WHEREAS: A. On November 28, 1995 West Kootenay Power Ltd. ("WKP") filed with the Commission a draft Revenue Requirements Application ("the Application") for approval of rates effective January 1, 1996; and B. The Commission issued Order No. G-111-95 approving an average interim increase in rates of 3.85 percent effective January 1, 1996; and C. The Application includes a request for Orders concerning automatic adjustment mechanisms to replace cost of service regulation with incentive regulation; D. WKP also requests the implementation of a negotiated settlement process; and E. The Commission, in its desire to expedite issues relating to the Application, requires that a timetable and a process for dealing with the issues be established. NOW THEREFORE the Commission orders as follows: 1. The Commission will hold a Pre-Hearing Conference on WKP's draft Application on January 19, 1996 commencing at 9:00 a.m. at the Utility'S Head Office in Trail, B.C. If sufficient interest is indicated, video conferencing facilities will be made available in Vancouver, B.C. The Conference will address procedural matters which will include, but not be limited to, the following: • scheduling; • completeness of the Application; • identification of principal issues; • review process; and • other matters that will enable the hearing to efficiently cover and review all aspects of the Application. .../2

WKP will arrange for publication in display-ad format, not later than December 29, 1995, of a Notice of Pre-Hearing Conference, in the business sections of the Vancouver Sun, The Province and such other appropriate local news publications in the service area of the Utility so as to provide adequate notice to the public. 4. The Application and supporting material are to be made available for inspection at the Head Office of West Kootenay Power Ltd., 1290 Esplanade, P.O. Box 130, Trail, B.C., VIR 4L4; and at its District Offices located at Castlegar, Crawford Bay, Creston, Grand Forks, Greenwood, Kaslo, Kelowna, Keremeos, Oliver, Osoyoos, Penticton, Salmo, South Slocan and Trail, B.C. The Application and supporting material are also available for inspection at the office of the British Columbia Utilities Commission, 6th Floor, 900 Howe Street, Vancouver, B.C. V6Z 2N3. 5. An appropriate notice and copy of this Order is to be faxed to all wholesale and large industrial customers and all interested parties in previous WKP hearings as soon as possible. 6. Not later than January 12, 1996, Interested Parties intending to be present and participate in the Pre-Hearing Conference should give notice of intention to do so to the Commission Secretary and to the Applicant.
