Jaccard, Chairperson; and ) L.R. Barr, Deputy Chairperson ) May 25, 1995 ORDER WHEREAS: A. On May 8, 1995 Centra Gas British Columbia Inc. ("Centra Gas") applied to the Commission for approval of a Propane Supply Contract ("the Contract") with Link Petroleum Services Ltd. ("Link Petroleum") for liquid propane supply to the utility grid systems at Whistler and Port Alice, B.C., pursuant to the Commission's Rules and Section 83.5 of the Utilities Commission Act ("the Act"); and B. The Contract covers the period of two years commencing April 1, 1995, continues year-to-year thereafter, is based on market prices and provides the flexibility to deliver supplies by rail or truck into Whistler, B.C.; and C. On May 16, 1995 Centra Gas applied to the Commission with respect to the Port Alice system for approval to record in an interest bearing deferral account, the difference between the actual cost of propane supplied by Link Petroleum and the forecast cost of propane of $6.2451/GJ established in the 1995 and 1996 Revenue Requirements settlement approved by Orders No. G-34-95 and G-35-95; and D. On May 16, 1995 Centra Gas applied to the Commission with respect to the Whistler system for approval to record in an interest bearing deferral account the difference between the actual cost of propane supplied by Link Petroleum and the forecast cost of propane of $4.603/GJ established in the 1995 and 1996 Revenue Requirements settlement approved by Order No. G-41-95; and E. The Commission has reviewed the Contract and supporting material and IS satisfied that approval is necessary and in the public interest. ... /2
2 E-19-95 NOW THEREFORE the Commission orders as follows: 1. The Commission approves for Centra Gas the draft Propane Supply Contract with Link Petroleum commencing April 1, 1995 for approximately 14,000 cubic metres and 900 cubic metres of liquid propane supply for the Whistler and Port Alice systems, respectively, subject to Centra Gas filing a fully executed copy of the Contract in a timely fashion. 2. Centra Gas is to advise the Commission prior to implementing price hedging on any portion of the propane purchases under this Contract. 3. The Commission approves for Centra Gas the use of interest bearing deferral accounts for Whistler and for Port Alice to record the differences between the actual cost of propane and the forecast cost for the period April 1, 1995 to December 31, 1996.
