Jaccard, Chairperson; and ) K.L. Hall, Commissioner ) October 5, 1995 ORDER WHEREAS: A. On August 23, 1995 Centra Gas British Columbia Inc. - Fort St. John District ("Centra Gas") applied to the Commission for approval of Standard Form Contracts for Industrial Sales and Transportation Service and accompanying amendments to Small Industrial Service Rate Schedules SIS-I, SIS-2 and SIS-lO ("the Application"); and B. The Application also requested that General Terms and Conditions for Industrial Firm Transportation Service be added to the tariff binder; and C. Centra Gas requested confirmation that the Commission accepts the utility's current practice of depreciating incremental capital costs of attaching industrial customers over the term of the industrial contracts; and D. The Commission has reviewed the Application and finds that approval is necessary and in the public interest. NOW THEREFORE the Commission orders as follows: 1. The Commission approves for Centra Gas the Standard Form Contracts for Industrial Sales and Transportation Service and accompanying amendments to Small Industrial Service Rate Schedules SIS-I, .. ./2
2 SIS-2 and SIS-lO, subject to the utility filing rate design evidence by June 30, 1996 for Small Industrial Service Rate Schedules SIS-I, SIS-2 and SIS-10. 2. The Commission approves the Centra Gas General Terms and Conditions for Industrial Firm Transportation Service. 3. The Commission approves for Centra Gas the amendment of Rate Schedule SIS-10 to become available as a standard transportation service rate. 4. Centra Gas is to clearly inform potential customers for industrial sales service under Rate Schedules SIS-I, SIS-2 and industrial transportation service customers under SIS-10, that future revenue requirements, cost of service reviews and rate design allocations could impact future rates. 5. The Centra Gas practice of depreciating the incremental capital costs to serve an industrial customer over the term of the industrial contract is acceptable subject to the depreciation being included in the assessment of customer contribution costs and the rates that are established for those customers.
