BEFORE: M.K. Jaccard, Chair, ) L.R. Barr, Deputy Chair; and ) July 6, 1995 KL Hall, Commissioner ) WHEREAS: A. On June 5, 1995 Centra Gas British Columbia Inc. ("Centra Gas") applied for a Certificate of Public Convenience and Necessity ("CPCN"), pursuant to Section 51 of the Utilities Commission Act ("the Act"), to construct and operate 3.4 kilometers of 219.1 mm pipeline loop within the boundaries of Fort St. John B.C. ("the Application"); and B. The looping project is required to increase the reliability of deliveries to customers in Centra Gas' Fort St. John service area; and C. The Commission has reviewed the Application and has determined that the construction and operation of the proposed transmission line looping project is necessary for the public convenience and properly conserves the public interest. NOW THEREFORE the Commission orders as follows: 1. Pursuant to Section 51(6) of the Act a CPCN is granted to Centra Gas to construct the pipeline loop in accordance with the Application. 2. Centra Gas will file with the Commission monthly progress reports detailing completion of public consultation, bidding, awarding of contracts and capital cost expectations prior to project commencement. .. ./2
2 C-7-95 3. During construction, Centra Gas is to file with the Commission monthly progress reports for project costs and schedule followed by a Final Report upon project completion. 4. Considering the magnitude of the capital cost estimates and contingencies in the Application, the Commission expects that the project will be completed within the forecast cost of $777,779 (inclusive of overheads). The Commission will review the required Final Report with respect to capital costs, overhead allocation and any cost over-runs in order to determine eligibility for rate base treatment. 5. The reporting formats for all filings required by this order are to be established in consultation with Commission staff.
