Jaccard, Chairperson; and ) K.L. Hall, Commissioner ) ORDER WHEREAS: A. On November 16, 1994 West Kootenay Power Ltd. ("WKP") filed with the Commission, under Section 85.3 of the Utilities Commission Act ("the Act"), an Electricity Purchase Agreement ("the Agreement") dated October 20, 1994 between WKP and The Washington Water Power Company ("WWP for the purchase of firm capacity for the period November, 1994 through February, 1995 which will be made available to WKP through the Bonneville Power Administration's transmission system at the U.S.lCanadian border on the BoundarylWaneta 230 kV transmission line; and B. The Agreement also allows WKP to purchase the energy associated with the capacity purchase at prices equivalent to WWP's wholesale market price for non-firm energy times 1.05; and C. The Commission has reviewed the Agreement and supporting documentation and is satisfied that approval is necessary and in the public interest. NOW THEREFORE pursuant to Section 85.3 of the Act and the Rules, the Commission approves the following: The October 20, 1994 Agreement between WKP and WWP covering the purchase of firm capacity and energy for the period November, 1994 through February, 1995.
