Jaccard, Chairperson; and ) L.R. Barr, Deputy Chairperson ) March 20, 1995 CERTIFICATE OF PUBLIC CONVENIENCE AND NECESSITY WHEREAS: A. On September 21, 1994 West Kootenay Power Ltd. ("WKP") applied to the Commission, pursuant to Section 51 of the Utilities Commission Act ("the Act"), for a Certificate of Public Convenience and Necessity ("CPCN") to upgrade its existing No. 46 Line from 138 kV to 230 kV standards; and B. The upgrade of line No. 46 Line involves the replacement of 43 km of 138 kV structures with 230 kV structures and ancillary substation changes which include: the replacement of 13 km of 138 kV H-frame structures from Lee substation to Winfield with double circuit 230 kV single pole structures; the replacement of 28 km of single circuit 138 kV H-frame structures from Winfield to the North boundary of Kalamalka Lake Provincial Park with single circuit, single pole 230 kV structures; the replacement of 1.2 km of conductor and one phase of insulation on the present single pole 138 kV line from Kalamalka Lake Provincial Park for 1.2 km, which is already constructed at 230 kV standards; and the replacement of .8 km of single circuit, 138 kV H-frame structures for the remainder of the line to the Vernon substation with single circuit, single pole 230 kV structures; and C. The upgrade of No. 46 Line from 138 kV to 230 kV and associated substation work is estimated to cost $17.6 million and is proposed for completion in 1996; and D. A portion of new 138 kV construction from the tap position of the 230 kV double circuit line at Winfield to the Hiram Walker substation has already been issued a CPCN under Commission Order No. C-5-93; and E. The Commission has reviewed the Application and has determined that the construction and operation of the No. 46 line upgrade project to 230 kV standards is necessary and in the public interest. NOW THEREFORE the Commission orders as follows: 1. A CPCN is granted to WKP to construct and operate the No. 46 Line from Kelowna to Vernon at 230 kV standards at an estimated cost of $17.6 million. 2. Prior to commencing construction, WKP shall advise all adjacent property owners and residents along the No. 46 Line, of the nature and timing of the work to be done and shall explain or resolve any issues which may be raised by the public during the information process. . . ./2
2 3. WKP is to file with the Commission both monthly and final construction progress reports for the project. These reports shall identify problems and potential problems and indicate any variations to the construction schedules and cost schedules.
