Jaccard, Chairperson; and ) KL Hall, Commissioner ) December 15, 1995 ORDER WHEREAS: A. On September 30, 1995 the British Columbia Hydro and Power Authority ("B.C. Hydro") filed its preliminary 1995 Integrated Electricity Plan ("the IEP"); and B. On November 6, 1995 B.C. Hydro filed the final 1995 IEP with Appendices; and B. By letter dated November 14, 1995 the Commission requested interested parties to provide written submissions commenting on the IEP by December 8, 1995, including whether a more extensive written or oral review of the IEP was required; and C. Written comments were received from the Independent Power Association of British Columbia, the B.C. Energy Coalition, the Consumers' Association of Canada (B.C. Branch) et aI., the Kootenay-Okanagan Electric Consumers Association, West Kootenay Power Ltd., the Natural Resources Industries, the MacKenzie Community Task Force, the Tatlayoko Think Tank, and Mr. Murray Ward; and D. The Commission has reviewed the written comments and concluded that an oral public hearing is in the public interest. .. ./2
2 G-IIO-9 NOW THEREFORE the Commission orders B.C. Hydro as follows: 1. The Commission issues the following timetable for the review of the Integrated Electricity Plan: Action (a) Information Requests sent to B.C. Hydro January 12, 1995 (b) B.C. Hydro responses to Information Requests January 26, 1996 (c) Written Submissions by Intervenors February 5, 1996 (d) Oral Public Hearing February 19, 1996 2. All parties wishing to intervene in the Application are requested to give notice in writing to the Commission Secretary not later than January 5, 1996. 3. All parties intending to apply for Participant Funding must file a budget by January 5, 1996. The budget must be consistent with the Commission's Policy and Rate Sheet as outlined in Order No. 0-117-93. Copies of the Participant Funding Policy and Rate Sheet are available upon request. 4. B.C. Hydro") has filed with the Commission its Integrated Electricity Plan (HIEP") and supporting Appendices. A public hearing into the IEP is set down for Monday, February 19, 1996 at 8:30 a.m. in the Commission's Hearing Room, 6th Floor, 900 Howe Street, Vancouver, B.C., V6Z 2N3. PUBLIC INSPECTION OF THE IEP The IEP and supporting material are available for inspection at the following locations: British Columbia Hydro and Power Authority Head Office: 333 Dunsmuir Street, Vancouver, B.C. District Offices: All Districts Offices in its service territory Copies of the IEP and supporting material are also available for inspection at the office of the British Columbia Utilities Commission, 6th Floor, 900 Howe Street, Vancouver, B.C. V6Z 2N3. INTERVENTIONS Intervenors who wish copies of the IEP and other information are urged to register with the Commission and B.C. Hydro as soon as possible. Intervenors and interested parties are to advise the Commission Secretary of their intention to participate in the proceedings not later than January 5, 1996. INFORMATION REQUESTS Initial Information Requests sent to B.C. Hydro by January 12, 1996 shall be responded to by B.C. Hydro before January 26, 1996. SUBMISSIONS BY INTERVENORS Written evidence and submissions from Intervenors is required to be filed, one copy each, with the Commission Secretary and B.C. Hydro, by February 5, 1996. PARTICIPANT FUNDING All parties intending to apply for Participant Funding must first register with the Commission and obtain the guidelines for participant funding. All parties must then file a budget by January 5, 1996 consistent with the Commission's Rate Sheet as outlined in Order No. 0-117-93. .../2
