V6B 5R3 Dear Mr. Avren: Re: Participant Funding - Application to Underground Transmission Line Along Boundary Road We refer to your letter of June 29, 1995 with respect to participant funding, and in particular B.c. Hydro's request for reimbursement of the sum of $3,669.14, which the Commission directed the utility to pay for advertising the public inquiry on the Application by the Cities of Vancouver and Burnaby for an Order requiring B.C. Hydro to underground the 230 kV line along Boundary Road. The Commission has reviewed your request in light of the Commission's Decision on the Application and the terms of Order No. 0-48-95. Although the Decision recognizes some responsibilities of B.c. Hydro with respect to the costs associated with the potential undergrounding of the transmission line, the Commission concurs with B.C. Hydro that the advertising cost should not be the responsibility of B.C. Hydro. This cost is not properly categorized as participant funding, but rather should reflect an administrative cost of the Inquiry. Accordingly, the Commission has decided to absorb this cost in its operating budget, and will issue a cheque to B.C. Hydro for the amount spent. The Commission has also considered your request for participant funding or cost award, in the light of the Commission's eligibility criteria. The request is denied. Yours truly, Robert J.
