Ltd. in the form of a Cost of Service Allocation / Rate Design Study BEFORE: L.R. Barr, Deputy Chairperson; and ) K.L. Hall, Commissioner ) December 15, 1995 ORDER WHEREAS: A. The Commission's February 27, 1991 Decision regarding a complaint by Ocelot Chemicals Inc. and a Rate Design Application by Pacific Northern Gas Ltd. ("PNG") directed PNG to file an updated Cost of Service Study prior to November 1, 1993; and B. PNG filed a Cost of Service Allocation Study dated November 1, 1993 which was based on 1993 contract demands and projected load patterns; and C. On December 2, 1994, PNG and Pacific Northern Gas (N.E.) Ltd. ("PNG[N.E.]"), which serves the Dawson Creek and Tumbler Ridge areas, applied to the Commission for approval to amend their rates and Commission Order No. G-16-95 directed that the Revenue Requirements and Rate DesignlIntegrated Resource Planning aspects of the application would be dealt with in separate hearings; and D. PNG/PNG(N.E.) Revenue Requirements for the 1995 test year were dealt with through an Alternative Dispute Resolution process and the settlement was approved by Commission Order No. G-32-95; and E. On July 6, 1995, PNG filed its 1995 Cost of Service Allocation/Rate Design Study (the "Application") which was based on the approved 1995 Revenue Requirements and which included the Dawson Creek and Tumbler Ridge areas served by PNG(N.E.); and F. On July 26, 1995, the Commission issued Letter No. L-32-95 which approved the PNG Integrated Resource Plan; and G. The Commission by Order No. G-59-95 set down the PNG/PNG(N.E.) Application for a public hearing to commence September 25, 1995 and scheduled a public workshop prior to that date; and H. Commission Orders No. G-71-95 and G-83-95 rescheduled the public hearing to provide the parties with an opportunity to resolve issues in advance of the hearing; and 1. The public hearing into the Application was held in Vancouver, B.C. from October 23 through October 25, 1995; and .. ./2
2 J. The Commission has considered the Application and evidence presented at the hearing, and the written arguments that were filed after the hearing. NOW THEREFORE the Commission orders PNG and PNG(N.E.) to comply with the findings III the Commission's Decision issued concurrently with and having the same date as this Order.
