Jaccard, Chairperson; and ) K.L. Hall, Commissioner ) January 26, 1995 ORDER WHEREAS: A. On December 29, 1994 Centra Gas British Columbia Inc. - Fort St. John District ("Centra Gas") applied to the Commission pursuant to Section 67(4) of the Utilities Commission Act, to pass-through to all customers certain uncontrollable cost changes as a result of Commission Orders No. G-70-94 and No. G-35-94, effective January 1, 1995; and B. In its Application Centra Gas applied for a cost of gas reduction, and an increase due to a revised rate of return on common equity for 1995 from 11.125 percent to 12.5 percent, rate base, tax and expired cost impacts on its 1995 revenue requirements. The Application also requested approval of a cost of gas deferral account to record the difference between the actual cost of gas and the cost of gas included in customer rates, all to be effective January 1, 1995; and C. The Commission has reviewed the Application and finds that approval is necessary and in the public interest. NOW THEREFORE the Commission orders as follows: l. The Commission approves for Centra Gas the pass-through of uncontrollable costs, effective January 1, 1995: • A cost of gas decrease in the amount of $1.067 million. Centra Gas is required to file a gas allocation methodology as part of its 1996 revenue requirements application. • A cost of gas deferral account to record the difference between the actual cost of gas and the forecast cost of gas for each rate class. • A net increase of approximately $240,000 due to other uncontrollable cost changes including the 1995 approved rate of return on common equity (Letter No. L-39-94), and the effect of other cost changes as detailed in the Application. . . ./2
2 2. Centra Gas is to provide all customers with an appropriate notice of explanation, by way of a bill stuffer, of the rate changes and their effect on monthly gas bills. 3. The Commission will accept, subject to timely filing, amended Gas Tariff Rate Schedules that embody the changes approved by this Order.
