On December 19, 1994 a Joint Application ("the Application") dated November 23, 1994, from the Cities of Vancouver and Burnaby ("the Cities"), was filed requesting that the Commission issue an Order to British Columbia Hydro and Power Authority ("B.C. Hydro") to underground, at the Utility's expense, its 230 kV Transmission Line that borders the Cities along Boundary Road; and B. The Commission received numerous complaints about the transmission line from residents, identified as Citizens Against Transmission Towers ("CATT"), which is a neighborhood committee comprised of citizens living adjacent to the overhead transmission lines on Boundary Road; and C. The CATT group held extensive discussions with B.C. Hydro about undergrounding the lines and reached no solutions satisfactory to the group; and D. In 1992 the City of Vancouver took the matter before the provincial government and was advised to seek a resolution through the Commission; and E. On January 31, 1995 the Commission advised the interested parties that it will hold a Public Inquiry, under the auspices of a single Inquiry Officer, to review the Application and issued Information Requests to B.C. Inquiry ..officer .. to. inquire.. into and report on all aspects, including possible ramifications, of the undergrounding of the B.C. Hydro 230 kV Transmission Line along Boundary Road. Commissioner Hall will be assisted by Commission staff Mr. W.J. Grant, Executive Director, Regulatory Affairs and Planning, and Mr. N.C.J. Smith, Manager of Electrical Engineering. 2. The Commission will hold a Public Inquiry into this matter on Monday, March 27 and Tuesday, March 28, 1995 commencing at 9:00 a.m. at the Burnaby Villa Inn, 4331 Dominion Street, Burnaby, B.C. 3. Interested Parties who wish to partIcIpate in the Inquiry should advise the Commission Secretary, Mr. Robert J. Pellatt, of their interest by Friday, February 24, 1995. 4. B.C. Hydro is to arrange for the publication of the Notice of Public Inquiry, as set out in Appendix A of this Order, in the Vancouver Sun, The Province, and community newspapers including Burnaby Now, Burnaby News, the East Ender and The Courier as soon as possible in order to properly notify the general public of the area. Appendix A to Order No. G-14-95 NOTICE OF PUBLIC INQUIRY Into the Undergrounding of B.C. Hydro's 230 kV Transmission Line along Boundary Road. Application/Complaint The Cities of Vancouver and Burnaby made a Joint Application ("the Application") to the British Columbia Utilities Commission ("the Commission") to issue an Order to B.C. Hydro requiring the utility to underground its 230 kV Transmission Line along Boundary Road. The purpose of the Public Inquiry is to ensure that all issues relating to this matter are reviewed in a public forum before the Commission pursuant to Sections 86 and 93 of the Utilities Commission Act. Commissioner Ken Hall has been appointed Inquiry Officer to reVIew this matter and report his recommendations to the Commission. Public Inquiry The Commission invites all interested parties to attend and participate in the Public Inquiry.
