Jaccard, Chairperson; ) L.R. Barr, Deputy Chairperson; and ) March 23, 1995 K.L. Hall, Commissioner ) ORDER WHEREAS: A. On March 9, 1995 British Columbia Hydro and Power Authority ("B.C. Hydro") applied to the Commission for approval of an application to amend the Terms and Conditions of the Electric Tariff to include provisions for prepaid metering; and B. The Commission, by Order No. G-77-92, approved for B.C. Hydro the installation and operation of a prepaid metering system pilot project at Kincolith, B.C.; and C. The application will allow B.C. Hydro to make prepaid metering available in existing and new remote communities provided that each customer makes a non-refundable deposit to offset the cost of installation of a prepaid meter and that a sufficient percentage of customers in a remote community participate; and D. The Commission has reviewed the application and finds that approval is necessary and in the public interest. NOW THEREFORE the Commission orders as follows: 1. The Commission approves for B.C. Hydro the application to allow for the provision of prepaid metering in its Electric Tariff, except as noted below. 2. The tariff condition by B.C. Hydro that may require new remote communities to sign-up for prepaid metering as a condition of service is rejected. B.C. Hydro is to re-file Electric Tariff page B-33-2 without Clause 5.
