S.B.C. 1980, c. 60, as amended An Application by Pacific Northern Gas (N.E.) Ltd. for Permanent Approval of 1995 Revenue Requirements BEFORE: M.K. Jaccard, Chairperson; and ) L.R. Barr, Deputy Chairperson ) August 24, 1995 ORDER WHEREAS: A. On December 2, 1994 Pacific Northern Gas Ltd. ("PNG") and Pacific Northern Gas (N.E.) Ltd. ["PNG(N.E.)"] jointly applied to the Commission, pursuant to Sections 64 and 106 of the Utilities Commission Act, for approval to amend their Gas Tariff Rate Schedules on an interim and permanent basis effective January 1, 1995 ("the 1995 Application"); and B. The Commission reviewed the 1995 Application, approved an interim increase for PNG and PNG(N.E.) at Dawson Creek; an interim decrease for PNG(N.E.) at Tumbler Ridge; and issued Order No. G-97-94 and Notice of Public Hearing; and C. PNG(N.E.) advised the Commission of its desire to settle the 1995 Application by way of an Alternate Dispute Resolution ("ADR") process and on April 6, 1995 the Commission approved the settlement proposal package and issued Order No. G-32-95; and D. On August 8, 1995 PNG(N.E.) applied to the Commission for approval of permanent retail rate changes effective January 1, 1995 ("the Application") required to: recover the Dawson Creek Division's approved 1995 test-year revenue requirement deficiency of $228,000; reflect Tumbler Ridge Division's approved 1995 test-year revenue surplus of $98,000; reflect gas supply cost changes effective November 1, 1994; and dispose of the balances accrued in 1993/94 gas supply cost deferral accounts. E. The Commission has reviewed the Application and finds that approval of PNG(N.E.)'s permanent rate changes are necessary and in the public interest. NOW THEREFORE the Commission orders as follows: 1. The Commission approves for PNG(N.E.) permanent rate changes in the Application effective January 1, 1995 which will: recover the Dawson Creek Division's approved 1995 test-year revenue requirement deficiency of $228,000; reflect Tumbler Ridge Division's approved 1995 test-year revenue surplus of $98,000; .. .I 2
2 G-66-95 reflect gas supply cost changes effective November 1, 1994; and dispose of the balances accrued in 1993/94 gas supply cost deferral accounts. 2. The Commission approves for PNG(N.E.) the splitting of the General Service rate schedule into Residential and Small Commercial service rate schedules for the Dawson Creek and Tumbler Ridge Divisions. COlmrrlission will accept, subject to timely filing by PNG(N.E.), amended Gas Tariff Rate Schedules approved by this Order. 4. PNG(N.E.) is to inform all affected customers of the Gas Tariff Rate Schedule changes approved by this Order by way of a customer notice.
