Jaccard, Chairperson ) L.R. Barr, Deputy Chairperson; and ) March 23, 1995 K.L. Hall, Commissioner ) ORDER WHEREAS: A. BC Gas Utility Ltd. ("BC Gas") was directed to file a revised Main Extension Test as a result of the Commission's 1992 Revenue Requirement Decision and 1993 Rate Design - Phase B Decision. Those Decisions directed the utility to use a discounted cost flow analysis test to ensure that the test was aligned with the Integrated Resource Plan ("IRP") and demand-side management tests; and B. On January 31, 1995 BC Gas filed with the Commission for approval, its proposed Main Extension Test that provides for the alignment of extensions with the utility's IRP; and C. The Commission in earlier determinations of similar applications, found that a review by way of a public hearing was necessary and in the public interest. NOW THEREFORE the Commission orders as follows: 1. The BC Gas Main Extension Test application is not approved at this time. BC Gas is ordered to maintain its existing main extension test and policies until such time as the Commission's review is complete. 2. BC Gas is advised that the matter of a new main extension test will be the subject of a multi-utility review of utility extension policies, the timing and format of which will be set down by way of a future Commission Order. The Commission is reviewing distribution extension policies with a view towards consistency in utility IRP methodologies. BC Gas will be required to become an active participant in the proceedings.
