(ÒWKPÓ) applied to the Commission, pursuant to SectionsÊ57, 59, 85.1 and 85.3 of the Utilities Commission Act (Òthe ActÓ), for an order approving Energy Supply Contracts, Energy Transmission Contracts and Energy Related Agreements ("the Application") concerning the output of the Brilliant Plant. The application requires approval for WKP to preserve its right of first refusal to purchase the Brilliant and Waneta plants; and B. By Commission Order No.ÊG-10-96, the Commission set down a regulatory timetable for the review of WKP's 1996 Revenue Requirements application, including its Integrated Resource Plan ("IRP") review; and C. The Commission has reviewed the Application and finds that the setting of a public hearing and a regulatory timetable is appropriate and in the public interest. NOW THEREFORE the Commission orders WKP as follows: 1. The Regulatory Timetable set out in Order No.ÊG-10-96 is hereby amended as follows: ¥ The deadline for response to Information Requests is changed from March 25, 1996 to AprilÊ8,Ê1996. ¥ Negotiated Settlement dates, from April 9, 10 and 11, 1996 to April 23, 24 and 25, 1996. 2. The Commission issues the following Regulatory Timetable into the review of the Application for approval of Energy Supply Contracts: Action Dated ¥ Staff Information Requests to WKP March 22, 1996 ¥ WKP Responses to Staff Information Requests March 29, 1996 ¥ Oral Public Hearing April 9-12, 1996 ¥ Commission Decision On or Before April 17, 1996 3. A public hearing into the Application is scheduled to commence at 9:30Êa.m., AprilÊ9, 1996 at the Sandman Inn, 1944 Columbia Avenue, Castlegar, B.C.

The Application and supporting information are to be made available for inspection at the Head Office of WKP, 1290 Esplanade Street, Trail, B.C. V1R 4L4, and at its District Offices: Castlegar Crawford Bay Creston Grand Forks Greenwood Kaslo Kelowna Keremeos Oliver Osoyoos Penticton Salmo South Slocan Trail The Application and supporting information are also available for inspection at the office of the B.C.ÊUtilities Commission, 6th Floor - 900 Howe Street, Vancouver, B.C. V6Z 2N3. 5. WKP is to distribute copies of the Application and any supplemental and/or supporting information to Registered Intervenors. WKP is also to distribute copies of Order No.ÊG-27-96 to all parties registered with the Commission concerning its 1996 Revenue Requirements Application. 6. Registered Intervenors and Interested Parties intending to make requests for additional information, or to participate in the public hearing, are to follow the Regulatory Timetable set out in Item 2 of this Order. 7. WKP will arrange for publication, in display-ad format, the attached Notice of Public Hearing in the business sections of the Vancouver Sun and Province newspapers, and other appropriate news publications in the service areas of the Utility, so as to provide adequate notice to the public, as soon as possible, but not later than MarchÊ21, 1996. WKP is to provide the Commission with a copy of the Notice in advance of publication. 8. Not later than March 22, 1996, Intervenors intending to participate in the public hearing, are to give written notice of intention to do so to the Commission Secretary and to the Applicant. Such notice should state the nature of interest in the proceeding as well as a mailing address, telephone and facsimile numbers. 9. All parties intending to apply for Participate Funding must file a budget by March 22, 1996. The budget must be consistent with the Commission's Policy and Rate Sheet as outlined in Order No.ÊG-117-93. Copies of the Order, Policy and Rate Sheet are available upon request.
