Chemicals Ltd. BEFORE: M.K. Jaccard, Chairperson; and ) L.R. Barr, Deputy Chairperson ) March 29, 1996 O R D E R WHEREAS: A. On January 22, 1996 British Columbia Hydro and Power Authority (ÒB.C.ÊHydroÓ) filed its Industrial Service Options (ÒISOÓ) Application and requested approval of Rate Schedule 1848 - Real Time Pricing (ÒRTPÓ) Transmission Service (5,000ÊkVA and over) on an interim basis, effective JanuaryÊ31, 1996; and B. The Commission reviewed the ISO Application and, by Order No.ÊG-5-96, approved Rate ScheduleÊ1848 - RTP on an interim basis effective JanuaryÊ31, 1996; and C. On MarchÊ15, 1996 B.C.ÊHydro applied to the Commission for approval a FebruaryÊ7, 1996 application (updated on FebruaryÊ19, 1996) by B.C.ÊChemicals Ltd. (ÒB.C.ÊChemicalsÓ) for access to the RTP option with a reduction to a 60Êpercent Customer Baseline Load (ÒCBLÓ) under the Load Retention criteria of the ISO Application; and D. The Commission has reviewed the B.C.ÊHydro and B.C. Chemicals applications and finds that they satisfy the criteria contained in Rate ScheduleÊ1848. NOW THEREFORE the Commission orders B.C.ÊHydro as follows: 1. The Commission approves, on an interim basis effective April 1, 1996, the B.C.ÊHydro MarchÊ15, 1996 application on behalf of B.C.ÊChemicals for access to the RTP option with a reduction to a 50Êpercent CBL as provided for under Rate ScheduleÊ1848. This will result in a CBL for B.C.ÊChemicals in the order . . ./2

The Commission has determined that the CBL for B.C.ÊChemicals should be consistent with the 50Êpercent CBL recently granted to two other B.C.ÊHydro customers who manufacture the same product as B.C.ÊChemicals. 2. The Commission will approve, subject to timely filing by B.C.ÊHydro, a Supplementary Agreement to B.C.ÊChemicalÕs Electricity Supply Agreement that embodies a 50Êpercent reduction in the CBL. 3. The approval of Rate ScheduleÊ1848 and the RTP option given by this Order will remain in effect on an interim basis for a period of up to one year from JanuaryÊ31, 1996 and is subject to adjustment following the Commission's hearing and Decision on B.C.ÊHydroÕs ISO application.
