Jaccard, Chairperson; and ) L.R. Barr, Deputy Chairperson ) May 25, 1995 ORDER WHEREAS: A. On May 24, 1995 Federated Pipe Lines (Western) Ltd. ("Federated") filed with the Commission a revised application requesting approval of a tariff reduction on its Taylor to Kamloops oil pipeline effective June 1, 1995, and the acceptance by the Commission of a format for future financial filings pursuant to Part 7 of the Pipeline Act ("the Act"); and B. Federated confirmed that the majority of its Shippers have agreed to the future financial filings format and the incentive tolling methodology covering the period January 1, 1995 to December 31, 1999; and C. The Commission has considered the Application and finds that approval is required. NOW THEREFORE the Commission orders as follows: 1. Pursuant to the Act, the Commission approves Federated's Application for a tariff reduction of $O.26/m 3 in the Taylor to Prince George section and a $O.39/m 3 in the Taylor to Kamloops section of its oil pipeline effective June 1, 1995. The Commission accepts for filing for Federated, Tariff No. 23 applying to Light Petroleum from Taylor to Prince George and Taylor to Kamloops, effective June 1, 1995, subject to review in the event of a complaint. 2. The Commission approves the procedures, as agreed to by Federated and its key Shippers, whereby the tariffs are deemed to be interim on January 1st of each year for the period of 1995 to 1999. This approval is subject to the filing of a permanent tariff application by the end of the first quarter of each year commencing in 1996. 3. The Commission will accept future financial filings in a format that is consistent with the incentive tolling methodology. 4. A copy of the incentive tolling methodology and this Commission Order are to be delivered to all Shippers on the pipeline.
