BEFORE: M.K. Jaccard, Chairperson; and ) L.R. Barr, Deputy Chairperson ) April 25, 1996 O R D E R WHEREAS: A. On JanuaryÊ22, 1996 British Columbia Hydro and Power Authority ("B.C.ÊHydro") filed its Industrial Service Options ("ISO") Application and requested approval of Rate ScheduleÊ1848 - Real Time PricingÊ("RTP") Transmission Service (5,000ÊkVA and over) on an interim basis, effective JanuaryÊ31, 1996. The Commission reviewed the ISO Application and, by Order No.ÊG-5-96, approved Rate ScheduleÊ1848-RTP on an interim basis effective JanuaryÊ31, 1996; and B. On April 17, 1996 B.C.ÊHydro applied to the Commission for approval of an AprilÊ10, 1996 Supplementary Agreement with Canadian Forest Products Ltd. ("CFP") for access to the RTP tariff based on a 100Êpercent Customer Baseline Load ("CBL") in respect of CFP's Coastal Operations Panel and Fibre Division at New Westminister, B.C.; and C. The Commission has reviewed the B.C.ÊHydro and CFP Agreement and finds that it satisfies the criteria contained in Rate ScheduleÊ1848. NOW THEREFORE the Commission orders as follows: 1. The Commission approves, on an interim basis effective AprilÊ25, 1996, the B.C.ÊHydro AprilÊ17, 1996 application for approval of the April 10, 1996 Agreement with CFP for access to the RTP tariff with a 100Êpercent CBL, as provided for under Rate ScheduleÊ1848. This will result in an initial CBL demand for CFP at its Coastal Operations Panel and Fibre Division at New Westminister, B.C. of between 5,455ÊKV.A and 5,925ÊKV.A. 2. The approval of the Supplementary Agreement given by this Order will remain in effect on an interim basis for a period of up to one year from JanuaryÊ31, 1996 and is subject to adjustment following the CommissionÕs hearing and Decision on B.C.ÊHydroÕs ISO application.
