Commission Order No.ÊG-73-96 approved the MayÊ24, 1996 Settlement Agreement setting up a rate adjustment mechanism for a three year test period beginning JanuaryÊ1, 1996, whereby West Kootenay Power Ltd.Ê(ÒWKPÓ) is required to file with the Commission a Statement of Adjustments for a rate increase effective JanuaryÊ1 of the next year; and B. The terms of the Settlement Agreement require that an Annual Review process be instituted, whereby the public will be invited to examine the material, submit other issues for determination by the Commission, and meet to review all issues prior to the rate application being made; and C. The Annual Review is also required in order to set the Load Forecast, Power Purchases and Distribution Extension Capital Expenditures for 1997 and parties may institute a complaint procedure before the Commission if not satisfied; and D. On NovemberÊ1, 1996 WKP filed with the Commission its Preliminary 1997 Revenue Requirements material for the Annual Review; and E. The Commission has reviewed the material and finds that an Annual Review is required, the details of which are attached as Appendix A to this Order. . . ./2

The Commission will hold an Annual Review of the Preliminary 1997 Revenue Requirements material on DecemberÊ4, 1996 commencing at 9:00Êa.m. at the Grand Okanagan Resort, 1310 Water Street, Kelowna, B.C. A Public Information Town Hall Meeting will commence at 7:00Êp.m. for those parties not wishing to participate in the Annual Review. 2. WKP is directed to appear at both meetings with informed Company representatives available to answer questions from customers and interested parties in attendance. WKP is to provide copies of the Preliminary 1997 Revenue Requirements material to all parties previously registered for the 1996 Revenue Requirements Application process. 3. WKP will arrange for publication of the Notice of Annual Review Meeting and Public Information Town Hall Meeting in local newspapers in its service area. The advertisements are to be supplemented by the use of spot radio ads and community service announcements as well as posting the Notice on community bulletin boards so as to provide adequate public notice to customers in its service areas. ¥ Subsequent to the Annual Review, WKP will file an Application with the Commission for final rates by customer class effective JanuaryÊ1, 1997. WKP is not seeking a general increase in rates for 1997; however, pursuant to Commission Order No.ÊG-41-94, the Commission directed certain rate design changes including an increase effective JanuaryÊ1, 1997 of 2 percent to rates charged to residential customers. ¥ The Meetings will be held as follows ANNUAL REVIEW MEETING Date: Wednesday, December 4, 1996 Time: 9:00 a.m. Location: Grand Okanagan Resort 1310 Water Street Kelowna, B.C.
