BEFORE: L.R. Barr, Deputy Chairperson; and ) K.L. Hall, Commissioner CERTIFICATE OF PUBLIC CONVENIENCE AND NECESSITY WHEREAS: A. On July 5, 1996 Centra Gas Fort St. John Inc. (If Centra Gas Certificate of Public Convenience and Necessity (IfCPCNIf) pursuant to Section 51 of the Utilities Commission Act (lithe Act") to construct and operate a natural gas distribution system by extending the northern boundary of its existing CPCN to include the Community of Pink Mountain, B.C., located approximately 150 km north of Centra Gas' existing gas distribution system at Fort St. John, B.C.; and B. The main extension to Pink Mountain, which will require a regulator station, line heater and odourizing equipment, for service to four commercial customers who have agreed to pay the required capital contribution, will tap the Westcoast Energy Inc. ("WEI") transmission line adjacent to the Alaska Highway; and e. The Commission has considered the Application and supporting documentation and finds that approval for this project is necessary and in the public interest. NOW THEREFORE the Commission orders as follows: 1. Centra Gas is granted a separate CPCN to serve the Community of Pink Mountain, including the immediate surrounding area, by way of a line tap off the WEI transmission pipeline and a 6.8 km main extension to the Community. The CPCN is issued, subject to Centra Gas obtaining all other licenses, permits and agency approvals necessary for constructing the project. 2. Centra Gas' request for an amendment to its existing CPCN, by which the existing certificate would be extended from Fort St. John to Pink Mountain, is not approved. 3. After customers have received service for one year, Centra Gas is to report to the Commission on the construction costs and customer revenues actually incurred and explain any variances from the forecast contained in the application.
