Jaccard, Chairperson; and ) L.R. Barr, Deputy Chairperson ) FebruaryÊ15, 1996 O R D E R WHEREAS: A. Centra Gas British Columbia Inc.Ê("Centra Gas") and Pacific Coast Energy CorporationÊ("PCEC") entered into a new agreement dated DecemberÊ14, 1995 with the Province of British Columbia, identified as the Vancouver Island Natural Gas Pipeline Agreement ("the New Agreement"), to restructure the terms under which natural gas service is provided to customers on Vancouver Island and the Sunshine Coast. The Government approved the Agreements and issued Order in Council No.Ê1510, 1995 and the Special Direction. On DecemberÊ29, 1995 the New Agreement was finalized and by Order No.ÊG-4-96 the Commission approved the Transportation Service Agreements with the Vancouver Island Joint Venture and Centra Gas, along with General Terms and Conditions for Gas Transportation Service; and B. The New Agreement contained an approved rate structure applicable for customers taking service in the Vancouver Island and the Sunshine Coast service areas in 1996 and beyond; and C. On FebruaryÊ6, 1996 Centra Gas applied to the Commission for approval of the rates identified as Rate Schedules SGS-11, SGS-12, LGS-11, LGS-12, LGS-13 and optional Rider A, and of a modification to the consumption levels to the Rate Schedules in the Special Direction that will equal or exceed specific threshold levels; and D. The Commission has reviewed the Application and finds that its approval is necessary and in the public interest.
2 NOW THEREFORE the Commission orders as follows: 1. The Commission approves for Centra Gas the rates identified as Rate Schedules SGS-11, SGS-12, LGS-11, LGS-12 and LGS-13, effective FebruaryÊ13, 1996. 2. The Commission approves for Centra Gas, RiderÊA to Rate Schedule SGS-11 that reduces the up-front contribution required if a full load is not attached to the system, and to provide an incentive for the customer to increase load to the full level of 75ÊGJ. 3. Centra Gas is to advise all customers of the new rates and RiderÊA to ScheduleÊSGS-11 upon application for service effective FebruaryÊ13, 1996.
