Jaccard, Chairperson; and ) L.R. Barr, Deputy Chairperson ) February 15, 1996 O R D E R WHEREAS: A. Centra Gas British Columbia Inc. (ÒCentra GasÓ) and Pacific Coast Energy Corporation (ÒPCECÓ) entered into a new agreement dated DecemberÊ14, 1995 with the Province of British Columbia, identified as the Vancouver Island Natural Gas Pipeline Agreement ("the New Agreement"), to restructure the terms under which natural gas service is provided to customers on Vancouver Island and the Sunshine Coast. The Government approved the Agreements and issued OrderÊin Council No.Ê1510, 1995 under the Special Direction. On DecemberÊ29, 1995 the New Agreement was finalized and by Order No.ÊG-4-96 the Commission approved the Transportation Service Agreements with the Vancouver Island Joint Venture and Centra Gas, along with General Terms and Conditions for Gas Transportation Service; and B. The New Agreement grandfathered the existing rate structure for customers presently served by the Vancouver Island Natural Gas Pipeline. The rate structure is available to those customers served prior to FebruaryÊ13, 1996 and continuously thereafter and identified as theÊ "Pioneer Customers"; and C. On FebruaryÊ7, 1996 Centra Gas applied to the Commission for approval to close to new customers the existing Rate Schedules SGS-1, SGS-2, LGS-1, LGS-2, LGS-3, ACR-1 and ACR-2 pursuant to the Special Direction and to modify the consumption levels of Rate Schedules SGS-2, LGS-1, LGS-2 and LGS-3, such limits to be equal to, or exceed, the previously specified threshold levels; and D. The Commission has reviewed the Application and finds that approval is necessary and in the public interest. . . . /2
2 NOW THEREFORE the Commission orders as follows: 1. The Commission approves for Centra Gas the closure of Rate Schedules SGS-1, SGS-2, LGS-1, LGS-2, LGS-3, ACR-1 and ACR-2 to new customers, effective FebruaryÊ13, 1996. 2. The Commission approves the modified consumption levels for Rate Schedules SGS-2, LGS-1, LGS-2 and LGS-3 effective with consumption on and after FebruaryÊ13, 1996. 3. Centra Gas is to notify all Pioneer Customers of the newly approved rate schedules and the requirement for maintaining continuous service as a qualification for service under the Closed Rate Schedules.
