Jaccard, Chairperson; and ) L.R. Barr, Deputy Chairperson ) January I I, 1996 CERTIFICATE OF PUBLIC CONVENIENCE AND NECESSITY WHEREAS: A. On October 23, 1995 British Columbia Hydro and Power Authority ("B.C. Hydro") applied for a Certificate of Public Convenience and Necessity ("CPCN") to construct a 100 metre, 138 k V transmission line tap extension from its existing 138 kV transmission line from Circuits ILl IS and ILII6 to a new substation identified as Qualicum substation ("the Project") located at Qualicum Beach, B.c.; and B. The Project is required as a result of electrical system load growth in the Parksville/Qualicum area and is expected to cost $260,000 for the transmission line taps; and C. The Project will be constructed in two phases for a total cost of $10.5 million with Phase One costs including line taps and substation expected to be $5.9 million; and D. The in-service date for the transmission line taps and phase one of the substation is to be October 31, 1998; and E. On November 24, 1995 Commission staff requested additional information on the Project from B.C. Hydro which was provided by the Utility on December 18, 1995; and .. .12
F. The Commission has reviewed the transmission line in the context of the need, possible alternatives, public input, environmental consequences, and cost-effectiveness of the substation Project and the Commission finds that the construction of the Project, inclusive of the transmission line, is necessary for the public convenience and properly conserves the public interest. NOW THEREFORE the Commission orders as follows: A CPCN is granted to B.C. Hydro to construct a 100 metre, 138 kV transmission line tap extension from Circuits 1L I 15 and 1L 116 to a new substation, transformers and related equipment located at Qualicum Beach, B.C.
