Jaccard, Chairperson; and ) L.R. Barr, Deputy Chairperson ) December 12, 1996 ORDER WHEREAS: A. On November 12, 1996 BC Gas Utility Ltd. ("BC Gas") filed with the Commission for approval copies of baseload, seasonal peaking, storage and other gas contracts and amendments with CanWest Gas Supply Inc. ("CanWest"), Inland Pacific Energy Services ("Inland Pacific"), PanEnergy Gas Services Inc. ("PanEnergy"), Enron Capital and Trade Resources Canada ("Enron"), Amoco Canada ("Amoco"), Unocal Canada ("Unocal"), CU Gas ("CU Gas"), Questar Energy Trading ("Questar"), Union Pacific Fuels Inc. ("Union Pacific"), Westcoast Gas Services America Inc. ("WGSA"), Westcoast Gas Services Inc. ("WGSI") for the 1996/97 gas contract year, and attached as Appendix 1 to this Order; and B. On October I, 1996 BC Gas advised the Commission that the implementation of the natural gas storage contract with Southern California Gas Company ("SoCalGas") that was approved by Order No. E-8-96, would be delayed by one year to April 1, 1997; and C. The Commission has reviewed the BC Gas filing and is satisfied that approval of the gas supply contracts and amendments are necessary and in the public interest. NOW THEREFORE pursuant to Section 85.3 of the Utilities Commission Act and the Rules, the Commission approves the following gas purchase contracts and amendments for BC Gas as follows: I. A one year postponement to April I, 1997 of the implementation of the natural gas storage contract with SoCalGas that was approved by Order No. E-8-96. . . . 12
2 2. Six new short-term gas supply contracts and twelve contract amendments for the 1996/97 gas contract year that BC Gas filed on November 12, 1996 and which are listed in Appendix 1. 3. BC Gas is directed to file for approval all other contracts which it has entered into to optimize its peak-day supply portfolio for 1996/97 and to provide the economic justification for entering into each arrangement. 4. BC Gas is directed, when it buys spot or other gas that is not covered by its approved supply portfolio for resale to on-system customers, to file a report of the quantity and price of such purchases within the month following the month of purchase.
