Hall, Commissioner ) December 18, 1997 P.G. Bradley, Commissioner ) O R D E R WHEREAS: A. On November 20, 1997, Trans Mountain Enterprises of British Columbia Limited ("TME") applied to the Commission, pursuant to SectionÊ44 of the Pipeline Act ("the Act"), for approval of a 10.8Êpercent increase in its Tolls on the Jet Fuel Pipeline, effective OctoberÊ1, 1997 ("the Application"); and B. The Application is required as a result of a 3.9 percent drop in throughput for 1997, and an increase in the cost of service of $179,000 resulting in a decrease in the rate of return on equity that exceeds the 2Êpercent trigger mechanism approved by Order No.ÊP-2-94; and C. The Commission has reviewed the Application and finds that a decision on TME's 1997 tolls is required. NOW THEREFORE the Commission orders as follows: 1. Pursuant to SectionÊ44 of the Act, TMEÕs application to increase tolls on the Jet Fuel Pipeline by 10.8Êpercent effective October 1, 1997 is approved. 2. The Commission approves for TME the collection of carrying charges on the toll increase at its short-term debt rate. 3. TME is to provide all Shippers on the Jet Fuel Pipeline with a copy of this Order and approved Tolls.
