Jaccard, Chairperson; and ) L.R. Barr, Deputy Chairperson ORDER WHEREAS: A. On December 21, 1995 Suncor Inc. - Resources Group ("Suncor") filed with the Commission for approval an application to increase tariffs ranging from 13 percent to 35 percent on its Blueberry to Taylor Crude Oil Pipeline effective January], 1996; and B. The Commission received complaints about the requested tariff increases from three Shippers - Morrison Petroleum Ltd. ("Morrison"), Poco Petroleums Ltd. ("Poco") and Home Oil Company Ltd. ("Home Oil"); and C. The Commission considered the Suncor application, the complaints by Shippers and, by Order No. P-2-96 dated February ], 1996, approved reduced interim increases equivalent to one-half of the requested increases; and D. On February 2], 1996 Home Oil withdrew its complaint; and E. On June 18, ] 996 Suncor filed a revised application which requested permanent tariffs for the areas of Blueberry, Inga, Stoddart and Eagle equivalent to the interim tariffs for the period January 1, 1996 to May 31, 1996. The revised application requested permanent tariffs for the areas of Blueberry, Inga, Stoddart and Eagle effective June 1, 1996 equivalent to the tariffs requested in the December 2], ]995 application. The revised application proposed that the Taylor Termina] tariff, for the transportation of Morrison volumes on the Blueberry to Taylor Pipeline, not be imposed effective January I, 1996; and u , ~ _ . ,, . : . 2 F. Poco and Morrison accepted Suncor's proposal and withdrew their complaints by letters dated June 19 and 20, 1996 respectively; and G. The Commission has considered Suncor's revised application, the withdrawal of complaints by the Shippers and finds that approval of the revised tariffs is in accordance with the Act. NOW THEREFORE pursuant to Part 7 of the Pipeline Act, the Commission orders as follows: 1. Permanent tariffs for the Blueberry to Taylor Pipeline are approved as requested in Suncor's revised application dated June 18, 1996. 2. Suncor is to file tariff sheets for permanent tariffs for the period January 1, 1996 to May 31, 1996 at tariff rates equivalent to the interim rates approved by Commission Order No. P-2-96 for the receiving areas of Blueberry, Inga, Stoddart and Eagle. 3. Suncor is to file tariff sheets for permanent tariffs effective June 1, 1996 at tariff rates equivalent to the rates requested in its December 21, 1995 application for the receiving areas of Blueberry, Inga, Stoddart and Eagle. 4. The Taylor Terminal tariff is to be removed effective January 1, 1996 and Suncor is to report on the status of negotiations regarding this transportation tariff as part of the next tariff application.
