V6C IB4 Dear Mr. Doherty: Re: Application for Participant Funding Cost Award West Kootenay Power Ltd. - 1996 Revenue Requirements Application The Commission Panel requests that a summary or synopsis, including documentation if any, concerning the role of the consultant and the assistance provided by this consultant to the organization and process, be filed in support of the funding request. The information requested is not to breach the confidentiality of the NSP process, but is solely to meet the needs of the Commission in making its cost award determination. In addition, the Commission Panel would like to know what tendering processes were used by PIAC particularly with respect to the local availability of consultant expertise and the reasoning used by PIAC in determining the need to hire a consultant from Toronto, given that transportation costs are not negligible. With regard to your cost award application, the Commission wishes to advise that the Panel will consider requests for legal fees made for the days associated with the negotiated settlement process, which includes pre-hearing conference, workshop and NSP days. Preparation time associated with the NSP process will also be considered at a rate of one half-day per NSP and hearing day.
