In its decision dated June 25, 1996, the Commission approved the British Columbia Hydro and Power Authority'("B.C.ÊHydro") Wholesale Transmission ServicesÊ("WTS") Application subject to several changes; and B. On February 17, 1997, B.C.ÊHydro filed with the Commission for approval a second WTS Application in response to these determinations and requested interim approval of certain portions of its Application; and C. Commission Order No. G-31-97 granted interim approval to the Application with the exception of those elements relating to the auction proposal; and D. Commission Order No. G-53-97 established that the disposition of the B.C. Hydro WTS Application would be through negotiated settlement and Alternate Dispute Resolution procedures; and E. On June 20, 1997, B.C. Hydro submitted amendments to its WTS Application and requested that the revised Tariff Supplement No. 30 as well as Rate Schedules 3000 to 3010 be approved on an interim basis, effective August 1, 1997; and F. On July 3, 1997, Commission Order G-77-97 granted interim approval but stated that the disposition of the Application would be through public hearing, the exact timing of which would be the subject of a future Commission Order; and . . . /2
2 G. On July 10, 1997 a workshop was held at which the timing of the public hearing was discussed with B.C.ÊHydro and with the Registered Intervenors. NOW THEREFORE the Commission orders as follows: 1. A public hearing into the revised B.C. Hydro WTS Application is set down to commence 9:00Êa.m., Monday, November 17, 1997 in the Commission Hearing Room, Sixth Floor, 900 Howe Street, Vancouver, B.C., V6Z 2N3. 2. A Regulatory Timetable for the review of the Application is attached as Appendix A to this Order and summarizes the key dates in the public review process. 3. B.C. Hydro is to publish in display ad format in the Business Section of the Vancouver Sun and Province and in local community newspapers, in its service area the attached Appendix B - Notice of Public Hearing, by July 31, 1997 or as soon thereafter as possible. V6Z 2N3 BC TOLL FREE: 1-800-663-1385 CANADA FACSIMILE: (604) 660-1102 NOTICE OF PUBLIC HEARING A Hearing into the Issue of British Columbia Hydro and Power Authority Wholesale Transmission Services Application THE APPLICATION On February 17, 1997 British Columbia Hydro and Power Authority (ÒB.C. HydroÓ) filed with the Commission a Wholesale Transmission Services Application which allows Independent Power Producers and other utilities to transmit power across the B.C. Hydro integrated grid system under certain conditions. This Application was in response to several determinations made by the Commission in its Decision dated JuneÊ25, 1996 which dealt with a previous B.C. Hydro Application with respect to Wholesale Transmission Services. Commission Order No.ÊG-53-97 determined that the disposition of the Application would be through Alternate Dispute Resolution to commence September 2, 1997. On June 20, 1997, B.C. Hydro filed revisions to this Application, some of which depart from the determinations previously made by the Commission. Commission Order No.ÊG-77-97 determined that the changes required that the disposition of the Application now be through a public hearing. THE REGULATORY PROCESS The Regulatory Timetable associated with this Application is attached as Appendix A to Order No.ÊG-83-97. A public hearing is set down to commence Monday, November 17, 1997 at 9:00 a.m. in the Commission Hearing Room, Sixth Floor, 900 Howe Street, Vancouver, B.C. V6Z 2N3. Regional Workshops will be held during the week of October 20, 1997. Specific dates and locations will be announced at a later time. INTERVENTIONS Any party who wishes to participate in these proceedings and who has not yet advised the Commission Secretary is asked to do so immediately.

Copies of the Participant Assistance Policy and Rate Sheet are available from the Commission upon request.
