On May 25, 1995, the Commission issued Order C-6-95 which granted a Certificate of Public Convenience and Necessity (ÒCPCNÓ) to BC Gas Utility Ltd. (ÒBC GasÓ) to construct its Coastal Facilities Project in accordance with an application dated March 21, 1995; and B. On June 3, 1997 BC Gas filed for Commission approval an application for a deferral account to record expenditures required to develop cost estimates for a revised Coastal Facilities Project (Òthe ApplicationÓ); and C. The Application states that the total expenditures required to provide an appropriate budget estimate for the revised Project are estimated to be approximately $380,000 and will allow BC Gas to hire consultants to conduct the following work: ¥ develop a facility plan for each facility ¥ develop a base building specification for each facility; ¥ conduct a land search, and ¥ carry out a site evaluation; and D. Following the expected completion of this planning work in the Fall of 1997, BC Gas intends to apply for a CPCN to construct the revised Coastal Facilities Project; and .../2
2 E. The Commission has reviewed the Application and finds that approval is appropriate. NOW THEREFORE the Commission orders as follows: 1. The deferral account to record expenditures required to develop cost estimates for a revised Coastal Facilities Project is approved in accordance with the Application. Total expenditures recorded in the deferral account are not to exceed the estimated $380,000. 2. The CPCN granted to BC Gas by Order No. C-6-95 is hereby rescinded.
