Barr, Deputy Chair ) and Acting Chair ) November 27, 1997 K.L. Hall, Commissioner ) O R D E R WHEREAS: A. As a result of increased load growth in the Oliver-Osoyoos region, West Kootenay Power Ltd.Ê("WKP") found that its 63ÊkV Transmission Line No.Ê44 was reaching its design capacity; and B. In January to March 1997, WKP undertook an environmental overview of the system and proposed a number of alternative projects to resupply the Town of Osoyoos, B.C. On AprilÊ21, 1997, WKP filed with the Commission the FebruaryÊ21, 1997, Stanley Consulting Group Report on the Proposed 44 Line Transmission Line Environmental Overview; and C. In April to June 1997, WKP sought customer input on the proposed alternative projects and in August 1997, held a customer forum in Oliver,ÊB.C. on the Oliver to Osoyoos transmission line rebuild; and D. On NovemberÊ19, 1997 WKP, following customer input, applied to the Commission for a Certificate of Public Convenience and Necessity (ÒCPCNÓ) for approval to rebuild its Transmission Line No.Ê44 from Oliver to Osoyoos, B.C. along the existing corridor, at 138ÊkV standards; and E. The Commission finds that broader public comment on the CPCN Application is required. . . ./2
NOW THEREFORE the Commission orders as follows: 1. WKP is to publish a Commission Notice requesting public input or comments on its Application for a CPCN for Transmission Line No.Ê44 in the local community newspapers in the Oliver and Osoyoos areas as soon as possible. A draft copy of the Notice is to be sent to the Commission for review in advance of publication. 2. The publicÕs comments and concerns are to be received by the Commission no later than Friday, JanuaryÊ9, 1998. 3. WKP is to have sufficient copies of its CPCN Application available for distribution to the public in the local district offices in the Oliver and Osoyoos areas.
