The Commission, in its Decision and Order No.ÊG-41-94, approved for West Kootenay Power Ltd. (ÒWKPÓ) a rate design and restructuring of rates that allowed for an increase in residential rates of 2Êpercent effective January 1, 1997 and a corresponding decrease to general service customers; and B. On JuneÊ20, 1997 WKP advised the Commission that the rate increase to residential customers had been incorrectly applied and would result in an estimated revenue deficiency of $701,000 in 1997. In addition, a similar problem had been discovered with the change to the general service rules leading to a further $558,000 estimated under-recovery from this class. WKP requested that it be permitted to set up deferral accounts to collect the revenue deficiency from residential and commercial customers with recovery to commence JanuaryÊ1, 1998; and C. The Commission has reviewed the application and finds that approval of deferral accounts for 1997 revenue deficiencies for residential and general service customer classes is appropriate. NOW THEREFORE the Commission approves WKPÕs application for deferral accounts to recover estimated 1997 revenue deficiencies for the residential and general service customer classes. Recovery of the differential between the current rates and the required JanuaryÊ1, 1997 increases, estimated to be $701,000 for residential and $558,000 general service, is to commence JanuaryÊ1, 1998. The duration of the amortization period will be determined in the WKP Rate Design filing due September 1, 1997.
