Bradley, Commissioner ) MayÊ29, 1997 F.C. Leighton, Commissioner ) C.J. Kinsley, Commissioner ) O R D E R WHEREAS: A. On March 18, 1997 West Kootenay Power Ltd. ("WKP") filed its revised proposals regarding its System Extension Test and Rate ScheduleÊ74; and B. Following a review of the submission the Commission concluded that the filing was appropriate and, in most respects, consistent with the Commission's SeptemberÊ5, 1996 System Extension Test Guidelines; and C. The Commission recommended that WKP submit revised Tariff pages, with an effective date of JulyÊ1, 1997, taking into account the three items of concern in Letter No.ÊL-18-97 dated AprilÊ30, 1997; and D. On MayÊ16, 1997 WKP filed for Commission approval Tariff pages regarding its final System Extension Test policy, with an effective date of JanuaryÊ1, 1998; and E. The Commission has reviewed the filing and finds that the Tariff pages should be approved with a more timely effective date. .../2
2 NOW THEREFORE the Commission orders as follows: 1. The Electric Tariff pages and Rate ScheduleÊ74 - Extensions covering WKP's System Extension Test are approved and accepted for filing effective OctoberÊ1, 1997. WKP is to refile the Tariff pages with the appropriate effective date. 2. WKP is to establish a deferral account to record the impact of the new System Extension Test as compared to the amounts provided for in the Annual Review approved by Commission Order No.ÊG-1-97. WKP is to provide the Commission with a detailed reconciliation of the deferral account for the next Annual Review. 3. In recognition of the change in the cost to customers of the new System Extension Test, WKP is to advise new and existing customers of the change by way of a Customer Notice. A draft copy of the Customer Notice shall be provided to the Commission prior to distribution. WKP is to advise the Commission of the methods of notification (i.e., mail, bill stuffer, web site, advertisements) that it intends to use in order to provide notice of the changes, as well as the target audience.
