On February 28, and March 18, 1997 Centra Gas British Columbia Inc. ("Centra Gas") filed proposed tariff pages regarding its System Extension Tests for its Fort St. John, Port Alice and Whistler, B.C. service areas, and its Vancouver Island and Sunshine Coast service areas; and B. Following a review of the submission the Commission concluded that the filing was appropriate in most respects, but indicated in Letter No. L-16-97 that some items of concern remained; and C. On May 28, 1997 Centra Gas filed amended tariff pages for approval, along with further information to respond to the concerns outlined in Commission Letter No. L-16-97; and D. The Commission has reviewed the filing and finds that the Tariff pages are in most respects consistent with the Commission's SeptemberÊ5, 1996 System Extension Test Guidelines ("Guidelines"), and in the matter of collecting and refunding contributions in aid of construction, that Centra GasÕ unique circumstances justify an approach different from that outlined in the Guidelines. NOW THEREFORE the Commission orders as follows: 1. The Gas Tariff pages covering Centra GasÕ System Extension Test are approved and accepted for filing effective July 1, 1997. Centra Gas is to refile the Tariff pages with the appropriate effective date. 2. Centra Gas is to file annually with the Commission a monitoring report describing all new extensions which have required a contribution, showing the number and class of customers who have signed up and paid contributions initially, and the number and class of customers who have signed up in each year of the first five years of the extensions operation. The report should also indicate the amount of initial contributions and of any refunds paid to the contributing customers.
