Hall, Commissioner ) F.C. Leighton, Commissioner ) November 12, 1997 O R D E R WHEREAS: A. On October 17, 1995 the Commission issued its Decision and Order No.ÊG-87-95 on the 1995, 1996 and 1997 rate application for Kanelk Transmission Company Limited ("Kanelk"); and B. On September 9, 1997 Kanelk, acting on a request from British Columbia Hydro and Power Authority ("B.C.ÊHydro") to improve the service restoration time of Line No.Ê777L, applied to the Commission for approval to charge B.C.ÊHydro for the resulting capital costs of $102,000; and C. Since this capital expenditure was not anticipated at the time of the last rate application, Kanelk's proposal was contingent upon B.C.ÊHydro paying the cost by way of a surcharge from the date of completion to the end of 1997. At that time, the costs could be incorporated in Kanelk's subsequent rate application for 1998. The proposal was accepted by B.C.ÊHydro, who requested Kanelk to proceed with the project in 1997; and D. The Commission has reviewed the application and finds that its approval is appropriate. NOW THEREFORE the Commission approves for Kanelk the B.C. Hydro surcharge of $1,402.50 per month from the date of completion of the project until DecemberÊ31, 1997.
