Section 125 of the Utilities Commission Act (Òthe ActÓ) authorizes the British Columbia Utilities Commission (Òthe CommissionÓ) to recover its expenses arising in each fiscal year commencing AprilÊ1, out of the administration of the Act and to fix and collect levies from public utilities and other persons so defined; and B. The recovery of expenses is based on the CommissionÕs approved 1997/98 budget and is net of 1996/97 over-recoveries and under-spent budget carried forward; and C. The levy will be calculated using each utilityÕs total gross energy equivalent sales for the calendar year ending December 31, 1996 and will be billed by the Commission on a quarterly basis; and D. The Commission may adjust the fourth quarter fiscal year billing to utilities to reflect, amongst other matters, additional revenue received or, expenses incurred, during the fiscal year ending March 31, 1998. NOW THEREFORE the Commission orders as follows: 1. A levy, at the rate of 0.0060434 per GJ equivalent of energy sold for the calendar year 1996, shall be paid by, and collected from the public utilities (listed below), for the recovery of Commission expenses in the fiscal year commending April 1, 1997. .../2

The following public utilities shall be billed and shall pay to the Commission the levy fixed for the fiscal year commencing April 1, 1997 by quarterly installments: Electric Utilities British Columbia Hydro and Power Authority Princeton Light and Power Company, Limited West Kootenay Power Authority The Corporation of the City of Nelson Hemlock Valley Electrical Services Limited Yukon Electric Company Limited Gas Utilities BC Gas Utility Ltd. Centra Gas British Columbia Inc. Centra Gas Whistler Inc. Centra Gas Fort St. John Inc. Pacific Northern Gas Ltd. Pacific Northern Gas (N.E.) Ltd. Squamish Gas Co. Ltd.
