The Commission, by Order No. G-85-97, approved for BC Gas Utility Ltd. (“BC Gas”) its 1998-2000 Revenue Requirements by way of a Negotiated Settlement Agreement. Following the Negotiated Settlement a series of separate negotiating meetings were held in 1997 to review BC Gas' gas cost incentive plan for the 1997/98 gas contract year, approved by Order No. G-125-97, which was to expire on November 1, 1998; and B. For the 1998/99 gas contract year a series of negotiations were held to develop BC Gas’ 1998/99 Gas Supply Mitigation Incentive Plan (“GSMIP 98/99”) as approved by Order No. G-92-98; and C. On October 19, 1998, the British Columbia Public Interest Advocacy Centre (“BCPIAC”) applied to the Commission for a participant assistance cost award for its participation in the BC Gas GSMIP 98/99 proceeding; and D. The Commission has determined that participation by BCPIAC in the GSMIP proceeding requires reimbursement in accordance with Commission approved guidelines; and E. The Commission has discussed the claim having regard to the criteria and rates set out in Order No. G-103-96, and has determined that the attendance by BCPIAC at the presentation by the Reed Consulting Group on Incentive Based Gas Cost Recovery was professional development and the cost of this attendance is to be excluded from the claim by BCPIAC for reimbursement. . . . /2
2 NOW THEREFORE the Commission orders as follows: 1. Pursuant to Section 118(1) of the Utilities Commission Act, the Commission awards funds to BCPIAC in the amount of $2,882.55 for its participation in the BC Gas GSMIP 98/99 proceeding. 2.
