On October 27, 1997, British Columbia Hydro and Power Authority (“B.C. Hydro”) applied to the Commission for a Certificate of Public Convenience and Necessity (“CPCN”) to construct 3.0 kilometers of a Double Circuit 138 kV transmission line to 230 kV standards, from its Jingle Pot Substation to its Northfield Substation near Nanaimo, B.C.; and B. The Application included a September 1997 Environmental Planning and Assessment Report, a September 1997 Technical Report, and a September 1997 Public Consultation Report, all in support of the project. The Application also indicated that there had been detailed stakeholder meetings and news releases about the project; and C. The Commission, by Order No. G-129-97, required B.C. Hydro to publish a notice requesting public comment on the Application and for parties to respond by January 30, 1998. The Commission received no responses by the required date; and D. The Commission reviewed the Application, its cost, environmental impacts and the need for a higher capacity transmission line, and finds that the project is necessary and in the public interest. . . . /2

Hydro, consistent with its October 27, 1997 Application, to construct and operate the project, which consists of a 3 kilometer section of a double circuit 138 kV transmission line built to 230 kV standards, from its Jingle Pot Substation to its Northfield Substation near Nanaimo, B.C. 2. Prior to commencement of construction, B.C. Hydro shall advise all affected property owners adjacent to the line and substations of the nature and timing of the work to be done and shall explain or resolve any issues raised by the public. 3. B.C. Hydro is to mitigate and resolve esthetic concerns, where possible, and is to consult and work with residents for optimal pole placement. 4. B.C. Hydro is to file with the Commission, monthly and final construction progress reports which are to include information on the continued public consultation for the project and variations to construction and cost schedules.
