Section 125 of the Utilities Commission Act (Òthe ActÓ) enables the British Columbia Utilities Commission (Òthe CommissionÓ) to recover its expenses arising in each fiscal year commencing AprilÊ1, from the administration of the Act, and to fix and collect levies from public utilities and other persons so defined. B.C. Regulation 283/88, dated JulyÊ29, 1988, authorizes the Commission to collect and retain all levies collected under the Regulation; and B. The recovery of expenses is based on the CommissionÕs approved 1998/99 budget net of its carried forward 1997/98 credit and anticipated recoveries in the current fiscal year; and C. For public utilities, the amount of the levy will be calculated based on the volume of energy transmitted or distributed in the calendar year ending DecemberÊ31, 1997 and will be billed by the Commission on a quarterly basis; and D. The Commission may adjust the fourth quarter fiscal year billing to utilities to account for additional revenue received or expenses incurred, during the fiscal year ending March 31, 1999. NOW THEREFORE the Commission orders as follows: 1. A levy, at the rate of $0.0070404 per GJ equivalent of energy sold for the calendar year 1997, shall be paid by, and collected from, the public utilities listed below for the recovery of Commission expenses in the fiscal year commencing April 1, 1998. .../2

The following public utilities shall be billed and shall pay the levy fixed for the fiscal year commencing AprilÊ1, 1998 in installments for the second, third and fourth quarters as set out in the attached Appendix. Electric Utilities British Columbia Hydro and Power Authority Princeton Light and Power Company, Limited West Kootenay Power Ltd. The Corporation of the City of Nelson Hemlock Valley Electrical Services Limited The Yukon Electrical Company Limited Silversmith Power & Light Corporation Gas Utilities BC Gas Utility Ltd. Centra Gas British Columbia Inc. Centra Gas Whistler Inc. Centra Gas Fort St. John Inc. Pacific Northern Gas Ltd. Pacific Northern Gas (N.E.) Ltd. Squamish Gas Co. Ltd. Haywood Energy Corp. Steam Heat Utility Central Heat Distribution Limited 3.
