Rate Design and New Service Options Application BEFORE: L.R. Barr, Deputy Chair ) K.L. Hall, Commissioner ) April 9, 1998 O R D E R WHEREAS: A. On September 2, 1997, pursuant to Section 61 of the Utilities Commission Act (“the Act”), West Kootenay Power Ltd. (“WKP”) applied to the Commission for approval to amend its Rate Schedules in accordance with its Rate Design and New Service Options Application (“the Application”); and B. On December 10 through 12, 1997, the Commission reviewed the Application by way of an Alternative Dispute Resolution (“ADR”) process in Trail, British Columbia; and C. On January 29, 1998, the Commission issued Order No. G-15-98 which approved an amended Settlement Agreement; and D. The Commission received six (6) applications for Participant Assistance Cost Awards relating to their participation in the ADR and Negotiated Settlement processes. Applications for assistance were received from: • Natural Resource Industries (“NRI”) • The Fairview Heights Irrigation District (“FHID”) • Keremeos Irrigation District (“KID”) • The Kootenay-Okanagan Electric Consumers’ Association (“ECA”) • The Consumers’ Association of Canada (B.C. Branch) et al. (“CAC (B.C.) et al.”) • The Association for the Advancement of Sustainable Energy Policy (“AASEP”); and E. The Commission has determined that the participation of the aforementioned applicants requires reimbursement in accordance with approved guidelines; and F. The Commission has reviewed the claims having regard to the criteria and rates set out in Commission Order No. G-103-96. . . ./2
2 NOW THEREFORE the Commission orders as follows: 1. Pursuant to Section 118(1) of the Act, the Commission awards funds to the following applicants for their participation in the WKP Rate Design and New Service Options Application proceeding: Applicants NRI FHID KID ECA CAC (B.C.) et al. AASEP Total 2. WKP is directed to reimburse the above-noted applicants for these amounts in a timely fashion.
